If you remember how season two ended, there was still a group of oily bad guys in play. They sent the woman who poisoned President Palmer. Maybe this is their return to Jackworld.

DANCING ON THE GRAVES OF BLACK PEOPLE
Two days ago we learned that the Red Cross was stopped from coming into NO by the LA homeland security people. Yesterday we learned that the Salvation Army was stopped too. Today we learn that the the City of Gretna Police Department prevented people from leaving the city by one of only ways out of NO. Even though Brown and Chertoff were clueless, the response of FEMA does not seem to have been the problem.
