This is a great job. I would make only one suggestion ... the timeline needs to be backed up to include the early part of Katrina when she hit the Florida coast and left 7 dead in her wake along with reported damage far more significant than expected with a Cat 1 Hurricane. Agencies already had the first diaster on their hands before Katrina ever reached the Gulf and escalated into a Cat 5/4. Just my opinion, as not one comment can be found anywhere on the news stating this is another factor, but I don't see how it can help not being.
