CONTEMPLATING A POST NATO WORLD
Caveats are not exclusive to Afghanistan. I served in Kosovo with KFOR 7 and most of the nations there have caveats on the peacekeeping mission also. For example several countries are proibited from using any riot control agents (ie CS/tear gas and pepper spray) they are not allowed to use physical force to quell rioting. This led to a reliance on US force to respond province-wide in the case of major rioting. One country that seemed to have no caveats (oddly enough) was Sweden. Their solution to riot control was to wrap an armored car mounting a water cannon with concertina and drive into the crowd. Followed by fully equipped soldiers in full protective gear with 3 foot batons. The Italian Carabeneri were also well equipped to eal with riot situations. NATO troops make decent peace keepers, not sure how they'd do in combat tho.
