NASA: THE LITTLE AGENCY THAT CAN'T
Ogre: Let me explain it to you like this then. You get a pay raise of 3.2%, however you have to pay out the equivilant of 5% in expenditures before you even see the check, let alone get to spend on the things you would rather put money toward. Kinda seems like a paycut don't it? That's what NASA is dealing with.

You might as well lay the right amount of blame at the feet of conservative administrations and politicians who don't want to fund anything that dosen't have an immediate fiscal benefit. Yes, NASA had great success flying to the moon, but it didn't come w/o fatalities. Three in fact. It wasn't flawless either. It was also the equivilant of walking across the street in your nice quiet residential neighborhood.
The missions they are flying now are more like crossing an 8 lane in the middle of the day, and doing it w/o actually being able to see the traffic that might hit you.
The Scientists and Engineers at NASA are as bright and capable as they were back in the day with a whole lot more infrmation and technology to work with.
