Bob runs the family finaces for 8 years. Then just as Bob is due to move out it gets revealed that the house is about to be foreclosed on.
Tom takes over the family finances and takes out a second mortage so that the family can keep a roof over their heads.
Whose fault is it that Tom had to incur the debt?

So Obama has decided to start with the obvious reductions, and will then go on from there, much the same way I asked my family to come up with what we could cut in spending. After I let them maul it over for a day and make choices, I then came back and asked what else we could afford to do with out.
You get rid of the easy stuff first, and then you start going for the harder stuff.
