Since Jay Levitt is parsing words carefully in the case of the "personal appeal," I'd like to make sure he parses his own words carefully. In the link he provides, it is implied that "National Guard and local authorities" have given orders prohibiting entry of the Red Cross into New Orleans. Neither of those is a "federal" authority although he claims that "both local and federal" authorities prohibited entry. The Homeland Security "request" is not a prohibition.
