KATRINA: RESPONSE TIMELINE

One part of the timeline that I find confusing is that I don't believe the Govenor EVER declared a MANDATORY evacuation. (Sun Aug 28): Pres. Bush called and asked for a MANDATORY evacuation at the same time that the Mayor and Govenor had a press conference in which they urged people to leave, sent them to the Super Dome, and had them go to 12 places where RTA buses would pick them up.

In my mind, a MANDATORY evacuation would involve using all school and transit buses to get people out of the city, pick them up block by block in the neighborhoods, nursing homes, hospitals, etc.

Therefore, I believe that this comment "Gov. Kathleen Blanco, standing beside the mayor at a news conference, said President Bush called and personally appealed for a mandatory evacuation. The President’s call came just prior to the news conference and occurred after the decision had already been made. for the low-lying city, which is prone to flooding." misses a essential difference in what the Pres. was calling for and what the local officials were doing .....
