Legally speaking, Gov. Blanco's request that federal troops take over law enforcement responsibilities in New Orleans was prohibited by federal law. Also, only Gov. Blanco had the legal authority to call up National Guard in her state - she is the commander-in-chief of the guard in LA. Only the gov. could authorize martial law or the suspension of habeas corpus in order to prevent the chaos of looting, etc.
