Well, in the thirties, the USA was the world's leading eugenist, and Churchill was a supporter of Hitler and a denouncer of judeo-bolchevism, so it wouldn't have been that absurd that countries not conquered by Hitler would have cooperated with the Final Solution anyhow.

Petain's government deported jews to Germany before the third Reich decided to invade southern France too, and England (with France) had lost a significant battle with Germany in the Dunkerque affair (in which Hitler let all british soldiers flee unharmed...).
Also many states refused to accept fleeing Jews, and the genocide was not really considered a very important event by human society at large until decades later.
